1. Registering a death

Documents needed:
  • Death certificate (original and a copy, original stays with the registrar)
  • ID or a passport of the deceised
  • ID of a person who’s registering a death (copy stays on the file)
  • Birth certificate of the deceised
  • Citizenship certificate of the deceised

In order to register a death if it occurred abroad:
  • Death certificate on the international form (if the death certificate is on the form of the country where it was issued, it needs to have an apostile and be translated in Serbian by a court certified translator).
  • Birth certificate (not older than 6 months)
  • Citizenship certificate (not older than 6 months)
  • Marriage certificate (not older than 6 months)
  • Proof of address or a valid ID card

Taxes:
Registering a death and post-registering a death (from ex Republics) is free of charge. Republic administrative tax for the certificate is 430 dinars and needs to be paid into the account number 840-742221843-57 with a reference to 97/ 59-013, payable to State administrative tax division 2, payment for Republic administrative tax.

NB: Before making the payment please make sure the tax amount has not changed.

2. Starting preschool and primary school
Preschool term has become compulsory from 2006/2007 school year. In the year before starting regular school, preschool term follows four-hours a day programme for at least six months. Introductory preschool programme is part of the compulsory nine year education curriculum.
Enrolment of children to the preschool programme is taking place from 20 May to 20 June of each year. For enrolment parents need to provide child's medical certificate and his/hers birth certificate.
School attendance is free and parents have the right to choose the kindergarten or primary school where they would like to enrol their child.

Staring secondary school:
Students school ranking for grammar school or other secondary schools (for either two, three or four years duration) is based on the:
  • success of the qualifying examination and
  • success and school grades from primary schooling, especially from 6 to 8 school year
  • results from the school competition for 8 school year

3. Changing the residential address

Residence is a place where a citizen lives permanently. Adult citizens are obliged to notify the authorities when they change the address. Adults also need to notify the authorities about any changes of address of their children under 18 years of age. Notifying the authorities of the change of the address needs to be completed within 8 days of the move.

In order to register the residence address in person, you will need:
  1. Filled residential change of address form (form number 1);
  2. A proof of legal use of the residence unit (purchased or rental contract certified in court, (or) certificate of ownership, (or) legal possesion of the house number;
  3. Valid ID for adults or birth certificate for minors;
  4. Receipt of payment of the 200 dinars for the republic administrative tax.

In order to register a minor, you will need:
  1. Filled residential change of address form (form number 1);
  2. Birth certificate;
  3. Valid ID of the parent or legal guardian;
  4. Receipt of payment of the 200 dinars for the republic administrative tax.

In order to cancel the current residential address, you will need:
  1. Filled residential change of address form (form number 1);
  2. Valid ID;
  3. Receipt of payment of the 200 dinars for the republic administrative tax.

In order to obtain a residence certificate, you will need:
  1. Valid ID;
  2. Filled request for the residence certificate
  3. Receipt of payment of the 400 dinars for the republic administrative tax.

Request for a residence certificate needs to be applied for in person or via an authorized representative to the local police department at the place of your residence ( in Belgrade the request is applied for at the police station for the city of Belgrade, Ljermontova Street, number 12 a).

4. Disabled parking

Covered and open-air car parks
In public covered and open-air car parks there are marked disabled parking spaces for disabled drivers (must have the sticker). Disabled drivers can park for free for up to 3 hours in all covered car parks, as well as all open-air car parks where parking is charged for every started hour. After the first 3 hours, disabled drivers will be charged for every started hour. For open-air car parks ("Parking 42", "Rakovica", "Banjica" i "Ada Ciganlija") that have a daily or nightly fee, disabled parking is free.

Street (general) parking
Disabled drivers can park for free in disabled general (street) parking spaces. These spaces are marked by horisontal and vertical signs.

Conditions for obtaining a disabled parking sticker (IPK) in zoned areas:
Residents and disabled persons

Parking permits are issued only for the vehicles owned by applicants. Parking permits for residents and disabled drivers who live in a zoned area are issued only for the zone in which they live. That means that persons living in the red zone will get a parking permit for this zone and will only be able to park for free and without limit in this zone. Any person (disable drivers included) can only get one parking permit and can be used only for the vehicle for which it was issued.

Conditions for obtaining a parking permit
All persons who in their ID cards have their residential address in a zoned area and own a vehicle, which can be shown by a car registration certificate, are eligible for a parking permit.

For individuals and disabled drivers, the necessary documents include:
ID card and car registration certificate.
Monthly parking permits for residents are 416.00 dinars, and disabled parking permits are free.

Extending parking permits
In order to extend a parking permit, the owner of the vehicle should bring his/her ID card and car registration certificate to “Parking Servis” office at Starine Novaka street 22.

Disabled drivers are also eligible for IPK (disabled parking card)
Disabled parking card (IPK) can be obtained with a certificate issued by the Secretariat for war veterans and disabled persons in 27th March street numbers 43-45, if you are applying for the first time. If the person already had an IPK the previous year, it is enough to bring the ID of the IPK holder as well as a car registration certificate. If the person already had an IPK at some point in the past, but not the previous year, it is necessary to go to the Secretariat for war veterans and disabled persons. The same procedure should be followed if the IPK holder changes the vehicle.

5. Pension payments

In order to be eligible for state pension based on age, you must submit:
  • an application;
  • photocopy of ID card;
  • birth certificate (for those who do not have an ID card issued in the Republic of Serbia);
  • proof of completed army conscription (photocopy of army book or a letter from the military authorities);
  • proof of eligibility – National employment services office;
  • proof of pension age in the Republic of Serbia – filled out work book, certificate of beneficiary work experience or other documents regarding work experience - originals;
  • proof of ending of employment – letter (photocopy);
  • proof of trading as a Sole Trader, which is issued by the local council, or adequate association or organisation (for the period until 31 December 2005), or a certificate by the Business registers agency (for period from 1 January 2006);
  • proof of pension constribution payments to the PIO, with stated salary bases and contribution payments, issued by the Tax authorities for the period of trading as a Sole Trader (this proof is not needed for independent artists, film industry workers and athletes before 31 December 2002, and for priests and religious workers until 31 August 2004);
  • proof of pension constribution payments to the PIO, with stated salary bases and contribution payments, issued by the Tax authorities for the period of trading as a farmer;
  • all written proof of work experience abroad;
  • Form no. 1 from the resident GP, which has been certified by the board of the local GP surgery, with all the original medical documentation (for applicants who are applying for early retirement, with a disability – Germany, France). Form no. 1 must be typed on the typewriter or on the computer. If there is no certification of the board of the local GP surgery, it is necessary to show proof of paid fees for the medical experts’ report.
  • Note: If you had insurance on more than one basis (employment, sole trading, farming), it is necessary to show proof of all of the above basis of insurance.

In order to be eligible for disability pension, you must submit:
  • Application form;
  • Form no. 1 from the resident GP, which has been certified by the board of the local GP surgery, with all the original medical documentation (specialists’ reports, letters of discharge etc). Form no. 1 must be typed on the typewriter or on the computer. If there is no certification of the board of the local GP surgery, it is necessary to show proof of paid fees for the medical experts’ report;
  • proof of employment and job description of the post held by the applicant at the time of application (filled out by the employer’s HR department);
  • notification of work-related injury, if the applicant had a work-related injury;
  • proof of completed army conscription (photocopy of army book or a letter from the military authorities);
  • proof of eligibility – National employment services office;
  • photocopy of ID card;
  • birth certificate (for those who do not have an ID card issued in the Republic of Serbia);
  • photocopy of health book;
  • proof of pension age in the Republic of Serbia – filled out work book, certificate of beneficiary work experience or other documents regarding work experience - originals;
  • proof of ending of employment – letter (photocopy);
  • proof of trading as a Sole Trader, which is issued by the local council, or adequate association or organisation (for the period until 31 December 2005), or a certificate by the Business registers agency (for period from 1 January 2006);
  • proof of pension constribution payments to the PIO, with stated salary bases and contribution payments, issued by the Tax authorities for the period of trading as a Sole Trader (this proof is not needed for independent artists, film industry workers and athletes before 31 December 2002, and for priests and religious workers until 31 August 2004);
  • proof of pension constribution payments to the PIO, with stated salary bases and contribution payments, issued by the Tax authorities for the period of trading as a farmer;
  • all written proof of work experience abroad.
  • Note: If you had insurance on more than one basis (employment, sole trading, farming), it is necessary to show proof of all of the above basis of insurance.
 
Documents needed for claiming family pension
In order to be eligible for family pension, the docments are different based on the fact whether you apply after the death of pensioner or after the death of actively insured person.
Documents needed for eligibility after the death of pension user:
  • Application form;
  • Death certificate (original) for the deceased pensioner;
  • Birth certificate, for applicants (original) and photocopy of ID cards for all adult family members;
  • Marriage certificate for widowers, issued after the death of pensioner (original);
  • Divorce and alimony courth decision order, for the divorcé(e);
  • Certificate of school attendance for children of the age of 15;
  • Photocopy of pension certificate of the pensioner from abroad, proof of work experience in countries with bilateral agreements with Serbia;
  • Form no. 1 of the resident GP, with original medical documents (specialists’ reports, letters of discharge, etc.). For children with special needs, proof of level of disability;
  • Tax certificate for applicants: of level of monthly income in the quarter before the death of pensioner, names and addresses of persons who can support the fact of alimony, when alimony is the condition for becoming eligible for the family pension;
  • Proof of guardianship, if the applicant does not have a legal guardian.
  • Note: If you had insurance on more than one basis (employment, sole trading, farming), it is necessary to show proof of all of the above basis of insurance.
 
Documents needed for eligibility after death of actively insured person:
  • Application form;
  • Death certificate (original) for the deceased insured person;
  • Birth certificate, for applicants (original) and photocopy of ID cards for all adult family members;
  • Marriage certificate for widowers, issued after the death of insured person (original);
  • Divorce and alimony courth decision order, for the divorcé(e);
  • Notification of work-related injury, if the deceased had a work-related injury (in case death was the result of a work-related injury);
  • Proof of completed army conscription (photocopy of army book or a letter from the military authorities) for the deceased;
  • Certificate of school attendance for children of the age of 15;
  • Photocopy of health book of the family members;
  • proof of pension age in the Republic of Serbia – filled out work book, certificate of beneficiary work experience or other documents regarding work experience – originals;
  • proof of trading as a Sole Trader, which is issued by the local council, or adequate association or organisation (for the period until 31 December 2005), or a certificate by the Business registers agency (for period from 1 January 2006);

Eligibility based of international agreements of social insurance
The state fund is responsible for dealing with eligibility for foreign pensions realised in countries with which Serbia has signed bilateral agreements on social insurance.
Republic of Serbia has signed international agreement on social insurance, pension and disability insurance, with the following countries: Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Denmark, Italy, Lybia, Luxemburg, Hungary, Macedonia, Norway, Slovakia, Germany, Czech Republic, Poland, France, The Netherlands, United Kingdom of Great Britain and Northern Ireland, Croatia, Montenegro, Switzerland and Sweden.

An agreement has also been signed with the Republic of Turkey, and the signing is also expected with Canada. There is also an initiative to sign an agreement with Greece, Spain, Cyprus and Austrialia, in order to offer the widest possible eligibility for pension to our citizens based on work and living experience abroad.

According to the mentioned agreements, work experience from the agreed countries and the Republic of Serbia would be added up in order to be eligible for pension; however, the individual countries will decide whether or not the pension eligibility has been reached according to their own laws. As each agreement is specific, it is best for the applicant to contact the local authority – Fund for pension and disability insurance in the agreed country, if he still lives and works in that country, or in the Republic of Serbia to the State fond for the pension and disability insurance.

Pension obtained through work abroad will be paid out by the foreign pension and disability insurance authority, in accordance to the signed agreement, to the pensioner residing in the Republic of Serbia to their foreign currency account, opened in the bank of their choice or by an international postal order. Pension will be paid in the currency of the country in which the pension was obtained.
Also, pensions obtained through work in the Republic of Serbia, will be paid out abroad according to law, international agreement or a reciprocal agreement with the agreed country.

Receiving pension payments abroad
Documents needed:

  • Application,
  • Pension certificate (copy),
  • Proof of citizenship,
  • Proof of foreign residency.
